You need to configure the rules in YITH Plugins -> Product Shipping. These rules will be valid for all the products of the shop.
Product rules
They have to be configured on the simple product or on a specific product variation.

The plugin applies a shipping cost to each product added to cart.
When applying a rule to the product, the general rules won’t be taken into account.
Otherwise, the first shipping rule with valid conditions will be applied.
For each product, the plugin applies one shipping rule only.
